Summary

Last Mile Health and VillageReach leaders in the field of delivering high-quality healthcare to the most remote parts of the world are partnering to strengthen the supply chain for community health in Liberia. To achieve this goal, we are seeking a skilled and collaborative expert in supply chain to serve as the Supply chain focal person and lead the planning, implementation, and evaluation of all project supply chain activities for this critical initiative. The Supply chain focal person will work closely with project staff and a range of external stakeholders including Ministry of Health Community Health Teams - across Liberia’s Grand Bassa, Grand Gedeh, and Rivercess Counties with potential support to new (Margibi, Bomi.) The project interventions will help streamline and direct supply chain activities at national and sub-national level, thereby augmenting the technical skills and information sharing that can improve the consistency in the availability of medicines and supplies needed at the point of care.

Essential duties and responsibilities include the following:

  • Project management:
    • Monitor and document progress of activities toward achieving results of supply chain activities of the approved project work plan, by taking baseline and periodic measurements of indicators.
    • Participate in the development of project work plans as they relate to Community Health Assistant (CHA) supply chain activities in collaboration with other project staff, partners, and stakeholders. Provide input into updating and implementing the annual work plan and budget, as necessary.
    • Support the MOH and counties in their efforts to digitize and integrate data collection by CHAs into the eLMIS platforms
  • Ministry of Health and stakeholder engagement:
    • Participate in identifying and prioritizing capacity development activities for strengthening National and County level pharmaceutical supply chains and building expertise in monitoring and supervision in collaboration with the MOH, and other relevant team members and partners. Support the MoH to develop and implement appropriate training and supervision programs.
    • Provide Technical Assistance to the MOH, and LMH for the quantification of key commodities including the strengthening the existing or established for appropriate forecasting and supply planning mechanism and information systems to assure availability of data necessary for adequate quantification.
    • Collaborate with the MOH, to assure that effective and efficient warehousing and distribution systems are in place for medicines and other key commodities.
    • Develop relationships with key stakeholders in the public health supply chain and establish yourself as a respected and trusted advisor on supply chain issues. Support expansion of the CHA supply chain components to new counties (Margibi and Bomi)
  • Personnel training and management:
    • Support training on CHA supply chain to various stakeholders at county level.
    • Supervise and mentor the County Supply Chain Specialist and ensure they provide regular updates on county level program activities.
  • Advocacy, communications and sharing of best practices:
    • Inform global practices and policies through developing a robust evidence base, insightful analytical perspective, and practical lessons-learned from the project.
    • Participate in the VillageReach supply chain community of practice to share lessons learned.
  • Technical writing
    • Prepare high-quality briefings, and presentations for donors and other stakeholders
    • Lead writing of technical supply chain documents including donor reports and briefs
    • Participate in scoping and development of new grants that will deliver transformational change in Liberia and other countries.
