The Health Systems Strengthening Accelerator (Accelerator) is a global initiative funded by the United States Agency for International Development (USAID) through a Cooperative Agreement, with co-funding from the Bill amp; Melinda Gates Foundation (BMGF). Its goal is to strengthen institutions and processes, build local expertise, and support countries as they co-create, innovate and adapt, in order to build more effective and sustainable health system interventions on their journeys to self-reliance. The program’s approach supports local partners as they lead implementation and find their own pathways to meaningful and lasting health systems change. The Accelerator is led by R4D.
The Inclusive Development Hub of USAID’s Bureau for Development, Democracy, and Innovation (DDI) has engaged with the Accelerator to support the Government of Liberia (GoL) in expanding the provision of high-quality mental health and psychosocial support (MHPSS) services. Accelerator support to the GoL will be implemented over a period of 12 months. Overall, the project will seek to strengthen key health system functions (with tools, processes, and capacities) that can mitigate the care, quality, and/or prevention gaps in Liberia’s MHPSS response.Opportunity:

The Accelerator is seeking a consultant to revamp the mental health ledger within the health management information system (HMIS) in Liberia. The consultant will work collaboratively with the Accelerator and the Mental Health Unit (MH Unit) and the HMIS Unit of the Liberian Ministry of Health to perform the following key tasks:
  • Direct communication with the MH and HMIS Units and any other relevant government agencies to understand local processes and priorities for revising the mental health ledger.
  • Identifying critical data elements (including those missing in recently issued ledgers), developing a revamped ledger, and validating the updated instrument with key stakeholders
  • Developing relevant training materials and supporting to train end-users of the ledger
  • Piloting a draft version of the ledger and assessing data quality with a limited set of facilities
  • Supporting the development of relevant materials (e.g., regular report formats, etc.) to institutionalize the revamped mental health ledger
Qualifications:

The ideal consultant will have the following qualifications:
  • Advanced degree in a relevant field (public health, business administration, computer science, systems administration, or similar)
  • 5-10 years of relevant professional experience related to health management information systems (particularly in post-conflict and LMICs) and/or MHPSS
  • Knowledge of web applications, structured analysis, data modeling, information engineering, and sampling
  • Demonstrated track record of working with and facilitating engagements with government health age
